Xiamen, as a pilot city approved by National Development and Reform Commission, has developed Low-Carbon Urban Planning (2011-2015) and put lots of efforts in urban form planning, low-carbon building construction, low-carbon transportation and so on. During the 13th five-year period, Xiamen will further develop its economy and accelerate transition in development mode, so that emission reduction and adaptation to climate change will be crucial for a future sustainable city. In this situation, appointed by Xiamen Development and Reform Commission, we conduct a research on objective of carbon emission reduction and achievement pathways for Xiamen's 13th five-year-plan, providing decision support for completing carbon emission reduction mission assigned by Fujian provincial government and further improving low-carbon city construction. The main contents of this research project include: developing Xiamen GHG emission inventory during 2010 to 2014; analyzing carbon emission reduction potential for Xiamen during the 13th five-year period; determining carbon emission reduction targets; formulating achievement pathways for carbon emission reduction; and proposing guarantee system for fulfilling carbon emission reduction.
