On September 18, Haixi Institutes of Chinese Academy of Sciences and People's Government of Beilun District, Ningbo held the signing activities of science and technology cooperation at Beilun Administration Service Center. Prof. Ronghui QU, VP of CAS Shanghai Branch, Director Bin LIU, S&T Cooperation Department of Bureau of S&T for Development CAS, Prof. Rong CAO, Director of Haixi Institutes of CAS, Director Zhiming HUANG, Ningbo Science & Technology Bureau, Deputy Secretary Xudong SUN, Head of People's Government of Beilun District, Deputy Party Secretary Guozheng LAN, Discipline Inspection Commission of the Institute of Urban Environment CAS, Organization Department Head Anwei ZHU, Member of the Standing Committee attended the signing activities, which is presided by Deputy Head Qunwei PAN, Member of the Standing Committee.
Deputy Secretary Xudong SUN welcomed all the experts on behalf of Beilun District. He pointed out that the signing of the cooperation is the concrete practice of following the instructions of General Secretary Xi’s "Basing on Innovation, Climbing the Summit" and deepening the reform of the scientific and technological system and mechanism. It is also important for Beilun District to build a highland for transferring the scientific and technological achievements. He said that next, the experimental center, pilot platform and innovation team would be built in enterprises and locals, so as to realize the entire chain from basic frontiers, major common key technologies to application demonstration, and to build Ningbo Industrial Technology Innovation Center of Haixi Institutes of CAS into Ningbo "246" industrial cluster high-tech achievements transformation base and high-level innovative talents training base. It will provide "Ningbo experience" and "Beilun model" for collaborative innovation, transformation and breakthrough for the post COVID-19.
Director Bin LIU, S&T Cooperation Department of Bureau of S&T for Development CAS, emphasized that the CAS always attached great importance to improving the ability of independent innovation, unremittingly promoted scientific and technological progress and industrialization of the achievements, and encouraged writing papers on the development of China. The Haixi Institutes and the and People's Government of Beilun District jointly established the Ningbo Industrial Technology Innovation Center of Haixi Institutes, CAS, which is the important measure by the Haixi Institutes, Ningbo S&T Bureau, and and People's Government of Beilun District to implement General Secretary Xi’s scientific and technological innovation ideas of the new era. In the next step, the Bureau of S&T for Development CAS will continue to support the development of the institutes in Ningbo and jointly promote the economic and social development of Ningbo.
Director Rong CAO, Haixi Institutes of CAS, said that the scientific and technological cooperation between Haixi Institutes and People's Government of Beilun District is an important measure for the integrated development of the Institutes (FJRSM) and IUE. It is also beneficial to promote the cooperation between the Institutes and locals. Haixi Institutes will give full play to its advantages in talent team, scientific research conditions, technological achievements and other scientific and technological resources. It will work together with other 13 co-construction units of Haixi Institutes and other research institutes of CAS to provide scientific and technological support for the industrial development and technological innovation services of Ningbo, and make joint efforts to promote Ningbo Urban Environment Observation and Research Station (NUEORS, CAS) to become an important scientific research and achievement transformation base of CAS in Zhejiang Province.
Director Zhiming HUANG, Ningbo Science & Technology Bureau, delivered a speech that as an important scientific and technological innovation platform, NUEORS-CAS has established a good cooperative relationship with different enterprises of Ningbo ecological environment industry and laid a good foundation for the long-term cooperation between Ningbo and CAS. People's Government of Beilun District and Haixi Institutes of CAS jointly build the 2.0 version of Ningbo Station of CAS for the cooperation, which will drive a number of high-quality teams and projects to Ningbo. He also said that Ningbo Science & Technology Bureau will work together with the Beilun District to make good use of this key platform and provide important innovation support for the transformation and upgrading of related industries.
At the meeting, Director Xudong SUN and Director Rong CAO jointly inaugurated the "Ningbo Industrial Technology Innovation Center of Haixi Institutes of CAS". Director Zhiming HUANG and Deputy Director Ronghui QU jointly inaugurated the "Ningbo Collaborative Innovation Center for Polymer Composite New Materials of Haixi Institutes of CAS". Director Anwei ZHU and Director Bin LIU jointly inaugurated the “Ningbo Collaborative Innovation Center for Rare Earth Functional New Materials of Haixi Institutes of CAS”.
The Ningbo Industrial Technology Innovation Center of Haixi Institutes of CAS will focus on the advantages of strategic emerging industries in Ningbo, such as high-end functional materials and intelligent manufacturing. It will jointly carry out technology development and engineering application with local enterprises, and promote the regional industrial application of S&T achievements of CAS in Ningbo. For the green petrochemical industry cluster in Ningbo "246", Ningbo Collaborative Innovation Center for Polymer Composite New Materials of Haixi Institutes of CAS overcomes the technology difficulties, develops new polymer materials with high added value, and forms a close joint innovation platform for industry and research. With the background of building "246" multi-trillion industrial clusters, Ningbo Collaborative Innovation Center for Rare Earth Functional New Materials of Haixi Institutes of CAS strives to have domestic advanced research and development ability in the field of rare earth material and the ability to lead the industry in efficient and comprehensive utilization of rare earth resources.
The meeting also awarded the appointment letters to the researchers of two centres and NUEORS, CAS. Ten cooperation projects between institutes and enterprises were signed in the meeting, including the joint construction of enterprise institutes, "industrial application of core purification module of air purifier" project, "urban green space and waste recycling technology" project, "research on the bonding technology of aluminum-plastic composite film for lithium batteries by functionalization of polyolefin", etc.
