Prof. BAI Chunli: Major tasks for CAS in 2008

 

CAS will concentrate on the following tasks this year, said CAS Executive Vice President BAI Chunli in his work report at the CAS annul conference hold on 24 March in Beijing.

First of all, efforts should be stepped up to make proposals for and take part in national major research programs, said Prof. Bai.

"While offering suggestions to the national authorities on new research initiatives, we have to enhance organizational and planning work by taking advantage of our academic buildup in both strategic research and scientific foresight studies so as to come up with important proposals or systematic solutions capable of upgrading the country"s capacity for indigenous innovation and with comprehensive and long-standing bearings. The schemes should be based on original ideas and technical approaches featuring cross-disciplinary research, opening-up, cooperation and an innovative management system.?±

With an objective of facilitating the enforcement of State key R&D projects, CAS has to give a full play to its role as a member institution of the leading group in charge of the projects. We should take initiative to put forward constructive and key suggestions and systematic solutions so as to encourage scientific, effective and faire decisions and executive mechanisms.

To enforce various S&T tasks in a down-to-earth manner, emphasis should be placed on the achievement of major research results and the deployment of major research projects at academy level. In-depth studies on development strategies should be carried out in key areas.

"We have to actively explore the operational mechanism, organization and administrative models to run S&T Clusters, and do a good job of the mid-term appraisals."

With the focus on accelerating the sound development of CAS institutes, we must enforce the CAS Rules and Regulations for Comprehensive Management of Its Research Institutes. Efforts should be made to advance the overall and supplementary reform at research institutes and to push for the practice of 2+3 adjustments (making adjustments to research institutes in terms of development objectives and resurce dstribution patterns in each five-year period according to an evaluation at the end of the second year).

Greater endeavor should be made to recruit and foster qualified researchers and allow full play to various kinds of professionals. "We must do a good job of running the CAS Graduate University and the University of Science and Technology of China."

To further cement the partnership with other elements of the national innovation system, solid work should be done to promote technology transfer, the co-establishments of research institutes with local authorities, the cooperation with research universities and other R&D bodies throughout the country.

Regarding the construction of research platforms, greater efforts should be made to reinforce the system of technical support and key labs. .

The 14th CAS Assembly will be held in 2008 in Beijing. We will prepare and organize the event well, urged Prof. Bai.

CAS Academic Divisions should conduct consultative research projects on topics concerning energy, resources, ecology, environment, and global change. Attentions should be made to upgrade the predictability and influence of the studies.

"We will further implement an all-round, multi-layered and high-level S&T cooperation with the international S&T community. The facilities of S&T Clusters should be further improved in a step-by-step manner."

"We will work hard on such tasks as science popularization, publicity, documentation and publication, strive to develop healthy science ethics and morality, and create a harmonious academic ecology."
