On July 13-14, 2007, the first IUE developmental strategy seminar was held in Longjia Mountain Villa, Jiaomei town, Zhangzhou. The leaders of the institute, the head of scientific research and responsible persons of various departments attended the meeting. In the conference, Zhao Jingzhu, Director of IUE, introduced the development strategy of the institute on many aspects such as the guiding principles of developmental strategy, strategic goals, strategic steps, strategic framework, and strategic safeguard. Afterward, those comrades attending the forum had a widespread and thorough discussion regarding the development strategy of the institute and the related questions. The conference was a complete success, and has achieved the desired results.

After the meeting, the participants of the meeting went to Xinglin Bay construction site of IUE together and inspected the progress of infrastructural projects.
