
The Science and Technology Cooperation Department is the competent department of the Institute in charge of scientific research management, international cooperation, achievement transformation, intellectual property management, confidentiality work, quality management system and military-related projects. It also undertakes the daily affairs of the Academic Committee (including other academic institutions), the Strategic Planning Committee, the Confidentiality Committee and the Science and Technology Ethics Committee. Its main responsibilities are as follows:
1. Compile and organize the implementation of the medium and long-term development plan and annual plan for the Institute’s scientific and technological development; conduct the whole-process management of various vertical science and technology program projects at the national, academy and provincial levels, and the unified management of research funds for counterpart scientific and technological talent projects.
2. Formulate and implement the development plan for institute-local cooperation, strengthen the connection and exchange between the Institute and local governments as well as enterprises, meet the demands of local governments or enterprises, establish friendly external cooperation relations, continuously expand cooperation regions and fields, carry out extensive science-education cooperation and industry-university-research cooperation, and serve the economic and social development of local areas.
3. Conduct the whole-process management of horizontal entrusted cooperation projects.
4. Formulate intellectual property strategies, plans and systems, and comprehensively manage the application, maintenance, transformation, application, award declaration and legal affairs handling of intellectual property.
5. Formulate the planning and policy implementation for the transformation of scientific and technological achievements, organize, promote and coordinate the transformation and large-scale industrialization of scientific and technological achievements and the management of related projects; formulate the distribution plan for the income from achievement transformation, and coordinate the transformation of scientific and technological achievements of the Chinese Academy of Sciences system in Fujian Province.
6. Be responsible for the management of external investment, including the formulation of plans, feasibility studies, approval and verification, asset evaluation and other related work.
7. Supervise and manage the operation of the Institute’s asset management company (Xiamen Zhongke Environmental Technology Co., Ltd.) to realize the preservation and appreciation of assets.
8. Undertake the planning, construction and management of scientific and technological innovation platforms.
9. Provide management and services for the declaration of scientific and technological achievements and science and technology awards, and be responsible for the establishment of scientific and technological archives and the coordination of disputes over scientific and technological achievements.
10. Examine and approve the procurement contracts for instruments and equipment as well as research consumables, and external entrusted contracts.
11. Conduct the examination and approval and submission for approval of scientific and technological foreign affairs (visits, overseas inspections, academic exchanges).
12. Be responsible for the organization and management of academic societies and associations, organize or assist in organizing academic conferences, and undertake science popularization and publicity work; administer scientific and technological journals.
13. Formulate the planning and implement the management of special purchase projects; be responsible for the procurement, acceptance and filing of scientific research equipment, large-value consumables and technical services.
14. Undertake the management of scientific research safety, and cooperate with the Logistics Support Department to conduct regular laboratory safety inspections of the Institute.
15. Organize and implement the work arrangements of the Confidentiality Committee; the internal Confidentiality Office shall carry out the work arrangements of the Confidentiality Committee and the establishment, implementation, maintenance and continuous improvement of the confidentiality management system; undertake the establishment, implementation and maintenance of the quality management system, the management of military-related projects and other engineering projects, and conduct the whole-process management of the planning, resource application and construction of national defense innovation scientific research conditions.
16. Be responsible for the daily work of the Academic Committee, the Strategic Planning Committee, the Science and Technology Ethics Committee and other institutions.
17. Complete other tasks assigned by the leaders.
