The Assets and Finance Department is the department of financial supervision and management and accounting of IUE. The main responsibilities are:

1. to implement the relevant national financial regulations and the national tax policy, to formulate the financial management system of IUE and to onduct accounting and supervision of the economic activities;

2. to prepare the budget, final accounts and financial revenue and expenditure plans, to allocate funds scientifically and account for scientific research projects, to control and supervise the expenditure of funds according to the budget plans and management methods;

3. to check and manage all kinds of property rights of state-owned assets, to prepare budget, manage approval and report of various government procurement, to formulate charge standards for the use of assets and to supervise the use and integrity of various assets;

4. to cooperate with the relevant audit work and resist all acts of violating the law, to provide financial information and suggestions for increasing income and expenditure to the directors and relevant departments;

5. to manage financial accounting of infrastructure projects and union funds;

6. to collate and manage financial documents, accounting books and voucher files and to complete other related tasks.
